WebIt'll work only for compressing items down from 16 to 12. If balance is needed then one way to do it is get a regular 16-16 balancer and then tack on 4 4-3 balancers on the end of that. If you merely define dealing with the backed-up inputs as being able to reroute them to some other outputs, then that doesn't work.
